南京邮 南京邮电大学硕士研究生学位论文 Abstract II II Abstract With the new technological revolution of economic globalization and the rapid development of technological innovation, a new form of technological innovation is coming. A single innovation subject can not contend with other competitors. Industrial Technology Innovation Alliance has become the important means of governments to promote industrial innovation，having played an important role in reducing research and development costs，accelerating innovation in the industry， and enhancing the core competitive industry. After several years of exploration, Chinese industrial technology innovation alliance has made great achievements. Compared with developed countries， alliance in China has still many problems to be solved. By analyzing main experience of Industrial Technology Innovation Alliance from typical countries and regions，it has an important significance for promoting and accelerating the development in China. Based on the existing research of Industrial Technology Innovation Alliance，this paper attempts to discuss the concept，feature of Industrial Technology Innovation Alliance and relevant theories. Then，it analyzes the development situation，the organizing model，the operating characteristics of Alliance in the United States，Japan and the EU，and sums up their experience of success. At the end of the three chapters，typical cases are selected from the three countries. Further more, the paper analyzes the basic overview of Industrial Technology Innovation Alliance in China，to further explore and reveal the current shortcomings. On the basis，several suggestions are put forward to improve the sustainable development of Industrial Technology Innovation Alliance: firstly ,to clear alliance members’ behavior roles by establishing company dominant position, governments regulatory functions, and enhancing the awareness of academia research in cooperation; secondly, to strengthen internal management by flexible form of organization
