II II Abstract Report of the Seventeenth the Chinese Communist Party Congress clearly pointed out: To improve the social management pattern of the party leadership, government responsibility, social cooperation, public participation , the maximum increase harmonious factors and reduce disharmonious factors, which indicate that the party and state regard further improving the public governance structure as an important entry point to improve the social management and build a harmonious society. Public governance structure has risen to the level of the party and the country, has entered a crucial reform stage, it is worthy of great attention and key research. Through ruling structure, authorized structure, managerial structure, social governance structure will be the development of public governance structure. Public governance structure as the institutional arrangements of public governance bodies can be understood as the way of citizen stakeholders constitution of governance community and the way of citizen stakeholders solving public issues. Public governance structure affects the realization of citizenship, the effectiveness of negotiation and cooperation, the distribution of rights and obligations, interests and burdens. It is the primary subject of public governance. Citizen stakeholders refers to citizens who are affected by public issues. Public governance structure model is composed of four types of citizen stakeholders: ordinary citizens, professionals, public servants establish partnership to construct a new administrative concept, political leaders implement good governance to develop the new political - administrative relations on the meaning of public governance.
