II II Abstract A well-established natural disaster emergency management system is of great theoretical and practical significance for the local government and is the necessary requirement and important guarantee in reacting effectively to natural disasters. The paper discusses the meaning of natural disaster emergency management, its characteristics and system composition, from the basic theoretical issues in natural disaster emergency management, combines with the overseas practices of natural disaster emergency management, and points out that those practices will play an important role in guiding the construction of the natural disaster emergency management system for the Chinese local government. On this basis, combined with its present situation and the key problems facing in the establishment of the natural disaster emergency management, the paper discusses sprcifically the typical case of Dongchuan Model”. And then ,the paper discussses the current status of the natural disaster emergency management system building in local government, and points out, although the natural disaster emergency management system building is improving gradually, there are still many problems, such as, the emergency plans are not perfect, the emergency management mechanism is not complete, the professional emergency teams are weak and the emergency supply durability is not strong. In view of these problems, the paper focuses on the underlying causes of problems, such as: the crisis management awareness is not high, the emergency laws and regulations are incomplete, the emergency mechanism is not perfect, and the degree of social mobilization is not high either. Finally, based on the previous fact presented, with the actual situation of the local government itself.
