PAGE PAGE VI Abstract The president Hu Jintao strongly pressed respectively in the reports of the seventeenth Communist Party of China (CPC) representatives meeting and in the third meeting of the Commission for Discipline Inspection that “To modify the restriction and supervision mechanism and strengthen the supervision of resultant force and effectiveness”，“To reinforce the supervision of the inner-party and improve the efficiency of it”. This is an important strategic decision which adjusts to the development of the supervision form and the requirements of the objectives, and which establishes the statute, and points out the direction and defines the mission for enhancing administrative supervision and improving the theoretical and practical research of the supervision effect. The research on the supervision effect of local government functional department has already aroused the large interest of the academic researchers and the practitioners, and become an important content in the searching field. Prompting the efficiency of department’s supervision and enhancing the estimate of surveillance actual effect not only is the growing trend of the correspondence in the theory of performance evaluation and the practice of supervision, but also a significant task which our scholars need to think and explore seriously. The research on the supervision effect of local government functional department further deepens the method and develops the research of the administrative supervision theory.
