II II Abstract At present China is in a critical period of social transition, and the shaping of administrative personality is the key step in the reform process of political and administrative system. To grasp the process and rule of contemporary Chinese administrative personality evolution, which will be more advantageous for us to explore and build ideal administrative personality, and ultimately promote the constant improvement of the administrative system. Usually, personality is formed in three layers, which are basis, deep layer and surface layer. Administrative personality is also organized in three layers: firstly , is the level of psychological elements, which is the carrier of the birth of the administrative personality; secondly, is the wisdom and the concept, the main part of administrative personality, which contains wisdom and concept elements; thirdly, is the layer of character and behavior, the explicit part of personality, which includes the elements of character and behavior. Serving the people whole-heartedly is the core value of administrative personality.Contemporary China has undergone a number of different historical periods, with the development of the political system and administrative reform, administrative personality has developed. From September, 1949 to the founding of new China to May, 1966, before the start of the Cultural Revolution, is the period of comprehensive socialist construction , the form of the administrative personality is the pioneering.
