II II RESEARCH OF PETITION SYSTEM FROM THE PERSPECTIVE OF SERVICE ADMINISTRATION ABSTRACT The petition as a relief system, has a long history in China, is an important channel and expression of Chinese peasant. However, in recent years with the agricultural tax reform brings the change of farmers and rural cadres relations, the petition system from the perspective of the control theory cant meet the demands of government public service. The three main types of letters (legal, profit, the peoples welfare), the petition proportion increases day by day, be imperative to match with the construction of service-oriented government petition system. This thesis collected some case from the implementation process in the village petition system, explore the problems existing in the course of implementation of the current petition system.In this paper I should pay attention to the petition which reflectthe peoples welfare demands, considerate how it may work unther the service administrationperspective,and make some advice to improve the petition systerm. The thesis is based on the practical problems of the petition system of villages and towns, through the combination of theoretical analysis and case analysis, to explore a suitable petition systerm for villages and towns, afford the constructive advice of building a service-oriented government.
