II II Abstract In today’s world, the successful of industrial clusters brings new energy into the global economy. The ultimate development capability and competitiveness of a certain country or area, so to speak, is determined to a large extent by its development of industrial clusters, which has gradually become a new way of thinking for both enterprises and the government to understand economy as well as a policy instrument to promote the development of economy and technology. As the time flies, industrial clusters is showing intrinsic net-organization and forming the net-structure in the inner clusters. The following result is the development of network in industrial clusters. The network of industrial clusters which is the original promoting force in the development of industrial clusters, has positive effect on learning among members, saving the cost in production and business and strengthening the competitive ability. Whereas, this kind of network also induces such Regional Lock-in which brings the harmful and stagnant factors into the members in industrial clusters. Such factors slow the ability of response to the turbulence outside and lose the flexibility of development in industrial clusters. The detailed consequences are the following instances, such as the inertia of innovation in industrial clusters, the inner blind development, the weak network of industrial clusters’ contact and the vicious competition among members. So the new risk-supervising mechanism of network which will be used to manage these new risks needs to be set up. This paper analyzes the recognition of risk in industrial clusters network. It concludes that the component factors of network risk are information sharing and intrinsic based on the characteristics of cluster network, and the mechanism which the network risk of industrial clusters forms is the key of the risk-supervising.
