PAGE I 摘 要 本文总结了高层建筑及其火灾特点，从火灾扑救过程的战斗准备阶段、战斗进行阶段、战斗结束三个阶段系统讨论了此类火灾灭火救援过程，总结出了高层建筑火灾灭火救援过程的合理性要求。 本文以上述合理性的要求为依据，对2011年2月17日重庆九龙坡区西郊大厦火灾案例火灾扑救过程的合理性进行评价分析，总结出了此次火灾扑救过程中固定设施应用充分、战技术措施运用得当等三个合理方面和灭火救援预案不完善、灭火剂选择和供给不合理等四个不足方面，并针对不足方面提出了规范灭火救援预案的制作和完善机制、构建消防部队“扁平化”指挥体系、首选压缩空气A类泡沫作为灭火剂、针对高层建筑的结构特点果断采用垂直供水的方法、不断完善公安消防部队350兆集群三级组网作用五种相应的改进和完善措施，对进一步提高高层建筑火灾扑救效率有一定的帮助和指导。 关键词：高层建筑; 火灾扑救; 评价分析 Abstract In this paper, high-rise buildings and the fire characteristics of them are studied. From the preparatory stage, the battle stage and the end phase of the fire rescue process, the processes of fire extinguishing and rescue are discussed and the rationality requirements of the processes of fire extinguishing and rescue of tall buildings are summarized. Based on the above reasonable requirements, we could analysis and assess the rationality of the fire rescue process which happened in the western mansion of JiuLongpo in Chongqing on February 17th, 2011. In additional, in the process of fire rescue, three reasonable aspects such as the full use of fixed facilities and the application of fighting techniques are included and four inadequacies which include the imperfection pre-attack planning, the unreasonable selectivity and supply of extinguishing agents are summarized. Furthermore, aimed at the above fore shortages, five corresponding improving and perfect measures such as the criterion of the formulating and perfection of pre-attack planning, the structuring of the “flattening “command system of fire army, the choosing of class A agent which compresses air foam, the using of vertical water supply which aims at high-rise building, the improving of 350 trillion cluster lever 3 network of the police firefighting army and so on are to do some help and guidance to further increase efficiency of fire attack of high-rise buildings.
