PAGE II PAGE I 非兵役制消防队伍发展问题研究 摘 要 发展非兵役制消防队伍对缓解我国社会消防安全需求与供给之间的矛盾具有十分重要的意义。现在，各地都在积极建立以专职、义务等消防队伍为主体的非兵役制消防队伍，其组织形式有合同制消防队、政府专职消防队、企业事业单位专职消防队、社区义务消防队、农村志愿消防队和民间消防队等，这些消防队伍的建立和发展有效的解决了我国消防警力不足的问题，但是由于各方面的因素导致各地发展极不平衡。本文在大量调查和查阅相关资料的基础上，对我国非兵役制消防队伍的的现状进行了分析，认为我国非兵役制消防队伍存在的主要问题是：法律法规不完善、管理不规范、系统培训少，经费投入少、保障程度低，与公安消防队伍相比待遇较差导致心态失衡、缺少职业精神，与发达国家相比差距很大。 解决这些问题主要是通过完善法律法规、为队伍提供法律保障；借鉴国外经验，加强对非兵役制消防队伍的培训和指导，提高队员技能素质和队伍战斗力；作好各种经费和政策保障，提高消防队员的待遇；把握机遇、加强民间消防队伍建设等措施，使非兵役制消防队伍更好发展，从而改变我国消防警力不足的现状。 关键词 消防； 队伍建设； 非兵役制； 组织形式； 发展现状 Study on Development Problem of Non-military Service System Abstract It is of great significance to develop the fire forces of non-military service system, which can relieve the paradox between the demand and supply of social fire control security in our country. Nowadays, the fire forces of non-military service such as professional and voluntary fire-fighting groups are being established in various regions, which including the types of contract-system force, government special force, fire brigade of enterprises, volunteer fire brigade of community, the village or folk fire-fighting group, and so on. The establishment and expansion of these fire forces has solved the problems emerged by the shortage of the national fire-fighters. However, some factors caused a huge development imbalance in different districts. based on the fully investigation and an extensive look-up of the related documents, the analysis of current situation of the fire forces of non-military service system shows following problems in the team: unsound laws and regulations, irregular management, less system training, less funds input, low insurance degree, poor payment compared with fire brigade of public security, lack of professionalism and the large firefighters difference compared with the developed countries.
