大连市海洋产业发展现状问题和对策 　　[摘 要]大连市是环渤海地区重要的港口城市。大连市海洋产业受到了沿海区域发展竞争和自身传统优势产业竞争力减弱的影响，亟待探索新的产业发展思路。从大连市海洋渔业、海洋船舶工业、海洋交通运输业、滨海旅游业等主导产业的发展现状与面临的问题来看，大连市只要结合自身海洋产业优势，通过制定合理的海洋产业发展政策、优化海洋产业结构、加强跨地域合作等措施，其海洋产业发展潜力就能得到有效发挥。 　　[关键词]海洋经济；海洋产业；新兴海洋产业；海洋主导产业 　　[中图分类号]F127 [文献标识码]A [文章编号]1671-8372（2017）02-0007-06 　　The current situation， problems and countermeasures of the development 　　of Dalian’s marine industry 　　WANG Ai-xiang1， BAI Yuan-yuan2 　　（1. Marine industry in Dalian has been affected by the development competitiveness of coastal regions and its weaken competitive in the traditional superior industries； therefore， it is urgent to explore new ideas for the industrial development. Based on the current situation and the confronting problems of Dalian’s leading industries， such as marine fishery， marine shipping industry， marine transportation industry and coastal tourism industry， the potential of marine industry development of Dalian can be effectively put to good use as long as it combines the advantages of its marine industry， formulate sound policy for the development of marine industry， optimize the structure of marine industry， and strengthen the cross-regional cooperation. 　　Key words：marine economy； marine industry； emerging marine industry； marine leading industry 　　一、引言 　　大?B市地处辽东半岛南侧，南邻黄海与渤海，北依东三省，与山东半岛隔海相望，是东北地区和内蒙古东部的重要出海口，东北亚地区经济的重要连接点。全市海岸线长1900余公里，可管辖海域面积2.3万平方公里[1]，约占辽宁省管辖海域面积的80%[2]。其岛屿众多，气候宜人，海洋产业种类齐全。 　　环渤海地区海洋经济是全国海洋经济总量的重要组成部分，2014年环渤海地区海洋经济占全国海洋经济总量的36.9%。大连市是环渤海地区的重要城市，理应为环渤海地区、全国海洋经济发展起到示范带动作用。2014年大连市实现海洋经济生产总值2773.7亿元，占环渤海地区海洋经济生产总值的12.5%，占全国海洋经济生产总值的4.6%[3]。发展大连市海洋经济，对振兴东北经济具有巨大推动作用。 　　孙才志等对环渤海地区产业布局进行了分析，对环渤海地区海洋产业进行了综合指数评价，认为大连市在资源禀赋基础及社会结构基础方面具有一定优势，但在生态环境基础及科技智力基础方面发展不足[4]。覃雄合等对环渤海地区
