地方政府行为下城镇经济适用房建设的研究以南宁市为例 I I I 摘 要 随着我国经济、社会的发展,城镇化进程在不断推进,城镇人口的快速增加 对城镇住房的需求也越来越大,而日益高涨的住房市场价格让为数众多的中低收 入群体无法承受,住房问题日渐突出。解决中低收入者的住房问题是政府义不容 辞的责任,住房保障制度是解决这一问题的重要途径之一,经济适用住房制度是 我国住房保障制度的重要组成部分。经济适用住房制度实施以来,为缓解中低收 入群体的住房困难发挥了积极作用,同时在政策实施过程中也出现了一些问题, 就目前情形而言,经济适用住房还有着存在的必要性,对其研究应该定位于完善 和改进上。本文以南宁市为样本城市,以经济适用住房的建设过程为研究对象, 实用实证研究的方法,分析南宁市经济适用住房政策的实际效果和存在问题,并 提出了对策性建议。 本文包含以下几部分内容:绪论部分对本文的的研究背景、研究意义、研究 方法及国内外研究状况进行论述。第二部分对保障性住房的相关概念进行界定, 对公共选择理论和新公共服务理论作出解释。第三部分以南宁市为样本对象,介 绍了南宁市经济适用住房建设的现状。第四部分分析南宁市经济适用住房建设中 存在的问题,结合公共选择理论和新公共服务理论分析问题出现的原因。第五部 分介绍了西方公共住房保障体系的三种模式及其典型国家的公共住房内容,总结 其对我国住房保障建设的经验启示。第六部分结合公共选择理论和新公共服务理 论,根据南宁市的实际情况,提出了完善经济适用住房建设的对策性建议。结语 部分对全文进行了总结。 关键词:地方政府;经济适用房;公共选择理论 I ABSTRACT With the development of our economy and society, the urbanization process in the continuous, the rapid increase of urban population of urban housing demand is also growing, and growing housing market price for large numbers of low-income groups can not afford, the housing problem has become increasingly prominent. Solve the housing problems of low-income persons is the bounden duty of the government, the housing security system is one of the important ways to solve this problem, the application of economic housing system is an important part of China ’s housing security system. Economic applicable housing system since the implementation has played a positive role to ease the housing difficulties of low-income groups, at the same time, there are some problems in the policy implementation process, the present situation, the economic application of the housing has a necessity of existence, the research should be positioned to refine and improve.
