I I 摘要 本文以广州市市属体育协会羽毛球协会、篮球协会、乒乓球协会为调查对象， 运用个案研究法、文献研究法、访问调查法、问卷调查法、实地考察等研究方法， 对广州市体育协会提供给公共服务的现状进行了调查。为单项体育协会提供公共 服务提供参考依据。 本研究主要的结论如下： （1）目前广州市有市属体育协会（单项）46 个，本论文选定的三个个案（羽毛 球协会、篮球协会、乒乓球协会）都是于 1956 年建立的，是 46 个协会中发展较 好的单项体育协会，尤以羽毛球协会最为出色。（2）目前广州市市属体育协会（单 项）存在的主要问题是：一、政府扶持力度不够，缺乏体育法规的制度保障。二、 体育协会信息服务滞后。三、依赖性过大。四、存在不平等竞争。（3） 羽毛球 协会、篮球协会、乒乓球协会都在民政部门进行了依法登记注册，都有比较健全 的机构设置，三个协会都有固定的专职人员（篮球协会较少），都建立了内部规 章制度，财务管理较为规范，三个协会的干部主要是由主管部门任命，决策方式 不够民主。（4）被调查个案在提供公共服务的政策法规保障方面，目前广州市还 没有明确的政策法规对协会提供公共服务的职责和义务，造成了协会想做不敢做 的情况。（5）被调查个案在提供公共服务的体育场地方面，广州市在“十一五” 期间加大了广州市体育场地的总量，在一定程度上缓解了群众的要求，但是场地 的缺乏、规格的不够和分布的不均匀成为协会提供公共服务的最大问题。（6）被 调查个案在提供公共服务的体育活动方面，协会主要以组织竞赛的开展形式，在 一定程度上限制了服务对象，大众化不足。（7）被调查个案在提供公共服务的体 育组织方面，协会以“品牌”活动、“体育节”、培训班、俱乐部等形式，活动组 织化程度较高。（8）被调查个案在提供公共服务的管理方面，协会的主要负责人 一般是政府人员的兼职，造成了精力投入不足，管理的工作人员大部分没有接受 过专业性培训，不够专业化。（9）被调查个案在提供公共服务的资金方面，协会 的民间性造成了政府补助有限，协会自身的资金来源渠道有限，资金的不足成为 协会提供公共服务的瓶颈。（10）被调查个案在信息服务方面，协会的网络建设 不够完善。并且目前广州市市属体育协会都没有体制监测方面的活动。 关键词：公共服务；体育社团；体育公共服务；单项体育协会； II II ABSTRACT Base the study on the public service of municipalizational sports association ,as badminton association, basketball association, table tennis association for investigation object, This paper use the way of the case method ,literature methodology, interview and investigation, questionnaire and on-the-spot investigation and research method of guangzhou sports association, provide public services have investigated the situation of.
