基于DEA交叉模型的城市物流能力评价 吴念蔚1，汝宜红2 （北京交通大学 经济管理学院，北京 100044；） [摘 要] 城市物流是城市和区域经济发展的基础，也是城市竞争实力的重要体现。城市是区域经济贸易的中心，所提供的物流服务应具有较大的综合性和全面性，具有存储能力大、吞吐能力强、辐射范围大、能面向社会服务的物流功能，以适应现代化的生产方式和经营方式的需要。随着城市化速度的加快， 物流中心城市对周边地区的综合服务作用越来越大， 建立一个高效率的城市物流体系就越来越重要。自从国家物流振兴计划实施以来，城市物流发展已经成为区域经济发展的重要环节，高效的城市物流系统能够有效促进城市及其周边区域的快速发展。 本文从城市物流能力的内涵分析人手，从物流效率的角度研究城市物流能力评价。结合城市物流能力的特点，构建了城市物流能力评价指标体系。在对比分析了多种评价方法的优缺点之后，针对数据包络分析（Data Envelopment Analysis，简称DEA）模型评价城市物流能力时存在多个有效决策单元的问题时，本文通过引入交叉机制，使用每个决策单元的最佳权重去计算其他决策单元的效率值，从而能够得到更加明确的城市物流能力排序，并对柳州市各个县区的物流能力进行了综合评价，为柳州市城市物流规划提供理论支持。 [关键词] 城市物流能力 数据包络分析 交叉评价 [中图分类号]：F205; F253.4 [文献标识码]：A The Cross-Evaluation of Urban Logistic Capability based on DEA model Wu-Nianwei1, Ru-Yihong2 (School of Economics Management, Beijing Jiaotong University, Beijing 100044, China) Abstract：City Logistics is the urban and regional economic development foundation, is also an important manifestation of city competitiveness. City is the regional economic and trade center, it should provide comprehensive logistics services. To meet the needs of modern production and operating, the city should also have the logistic capability with high storage capacity, powerful throughput capability and large range; With the acceleration of urbanization in China , the key city for logistic will play a more important role in providing comprehensive services to the surrounding areas. Therefore, the city establish a efficient logistics system become more and more important. This paper studies the urban logistics capacity assessment form the point of logistics efficiency. Before the evaluate, the paper built a evaluation index system for urban logistic capability. First, the paper make the comparative analysis of advantages and disadvantages of a variety of evaluation methods; then the cross-evaluation is used to calculate the efficiency these cities.
