Because the fuel cell output characteristic soft and poor dynamic performance features make it directly as a power source is not appropriate, it must be equipped with power converters to regulate, control and management of power output to make load obtain stability of DC or AC power .In view of the fuel cell many obvious advantages, this paper studies a wide range of DC input, stable DC output, low-cost, high efficiency DC / DC converter. The paper first discusses major role of fuel cells in the communications industry, describes the background and significance of topics and points out the research work the author has done. Secondly, introduces buck converter topology, analysis critical condition of buck converter continuous mode and discontinuous mode. For the continuous mode of buck converter using the state space averaging method modeling analysis, use the knowledge of Automatic Control Theory derive open-loop transfer function of an ideal amplitude-frequency characteristic curve. Finally, according to the difference of buck converter open-loop amplitude-frequency characteristic curve and ideal open-loop frequency response curve design the voltage-controlled and current-controlled buck converter. In the voltage-controlled buck converter I design single-pole compensation network and double-pole double-zero compensation network.
