Main Problem in Expo Construction Management （2）统一指挥、全面管理是指挥部的首要职责，但项目规模、数量和组 成上的空前复杂，造成全面开工后管明显跟不上，管理效率低，工 作不顺畅； The headquarters’ most important duty is ‘unified command and overall management’.
