AbstractTheresearchofChina’swindenergyindustryisconsiderablyfarbehindthosedevelopedcountries,suchasU.S.andEuropeancountries.However,theChinesegovernmentprovidesaseriesofwindenergy-friendlypoliciesthatstronglysupportChina’swindenergyenterprisestoachieveaspurtofdevelopmentinpastdecades.Behindthispositiveappearancehidesomeseriousproblems,whichdomesticwindenergyenterpriseswillhavenochancetorootintotheglobalwindenergymarketwithoutresolvingthem.Lackofessentialtechnologyisfatal,andChineseenterpriseshavebeenstuckinthedilemmaafterthegovernmentpartlydecreasedthepositivepolicies.ThepurposeofthisstudyistoprovideadvicesforpatentstrategyofChinaswindenergyindustrybasedontherealisticconditionofdomesticwindenergycompanies.Fromthetechnologyinnovationsystem;windenergyindustrysoperationandtechnicalpatentsanalyzingofmainenergyconsumersandwindenergyresearchpioneers,U.S.andEurope,werecompared.Throughthecollection,retrieve,analyzationofpatentsaboutwindenergyandclassificationofthepatentsbyBradfordslaw,wecouldhavetheIPCofcorepatentforwindenergytechnology.ThenbyanalysingthecoreIPCandapplicatingtheLotkaslawcouldweidentifythecorepatentee,whichwerecalculatedbyCHIpatentindicatorstoobtainthepatentindexes.CombinedwithindexesfromCHIanalysis,SWOTmodelofanalysedwindenergyenterpriseswasbuilttoanalysethestrength,weakness,opportunityandthreat.Throughthecollectionandorganization,thenewenergypoliciesincountriesandregionswerecomparedtoconcludethat,adevelopmentofnewenergypolicyhasaprofoundimpactonthedevelopmentofthewindenergyindustry.Intheformulationofthepatentstrategygovernmentshouldcombinedwiththecompaniesandplaytheroleofguidanceandsupervision.Chinesewindenergyenterprisesarelackofcorepatents,RDinvestmentandsoon.WeshouldincreasetheinvestmentinresearchandavoidbeingoverdependentonthepatentstrategyofcollaborativeRD.Weshouldmakeeffortstoachieveacrosslicensingbysurroundingthecorepatentswithperipheralpatents,andmaintainthecostumerswithhighqualifiedafter-salesservice.Keywords：corepatentpatentstrategypatentanalyzin
