摘要近年青少年儿童体质健康调查结果显示：青少年儿童身体形态发育指标，如 身高、体重、胸围等有所增长，而代表体能素质的肺活量、力量、速度等呈现下 滑的趋势，同时肥胖也是影响青少年儿童身心健康的一个重要因素。基于这样的 现状国家出台了一系列的措施，旨在增强青少年儿童的体质健康。2007 年 4 月 29 日“全国亿万学生阳光体育运动”正式启动。全国各地各类学校都在积极探 索开展阳光体育运动的有效形式和途径，同时，有关阳光体育政策也开始颁布， 2007 年 5 月 7 日，中共中央、国务院院下发了《中共中央国务院关于加强青少 年体育增强青少年体质的意见》（以下简称《意见》），《意见》强调：人人有项目， 班班有活动，校校有特色。为了更好的贯彻落实中央七号文件，深入推进阳光体育运动在广东地区的发 展，切实提高青少年儿童的身心健康，2009 年 1 月广东省体育局群体处和广东 省教育厅体卫处联合下发了“关于我省开展创建体育特色学校活动的通知”。通 知的下发，表明了广东省对于学生体质健康的重视程度，各级各类学校相继开展 了体育特色学校的创建活动。通过对此次广州市小学体育特色学校创建活动的调 查表明：很多学校在创建体育特色学校的过程中，已经取得了成效，但是仍然有 些学校存在着许多的问题。本文运用文献资料法、问卷调查法以及访谈法等多种研究方法总结和分析了 目前广州市小学体育特色学校在创建阶段和保持和提升阶段存在的主要问题。创 建阶段存在的主要问题有：（1）对体育特色学校的认识不足；（2）体育特色项目 的选择不合理；（3）硬件不能满足体育特色学校的发展；保持和提升阶段的主要 问题：（1）体育特色学校的稳定性堪忧；（2）体育特色学校的独特性消失；（3） 领导重视程度不够，体育特色工作小组积极性不高；（4）欠缺对体育特色文化的 建设；（5）制度执行情况有待改善。针对在创建过程中存在的问题提出了以下几 点建议：（1）加大宣传力度；（2）建立科学的评价体系，形成长效的监督机制；（3）加大资金投入；（4）加强领导重视；（5）创新创建方式，选择项目多元化；（6）以课堂教学为基础，促进学校管理体制改革；（7）打造校园体育特色文化。 本文在调查的基础上，旨在探索体育特色学校创建的方法及发展规律，对各级各 类学校进行体育特色学校建设提供借鉴。关键词：体育特色学校；现状；问题；建议ABSTRACTChildren and adolescents in recent years the physical health survey results show: the increase in adolescent childs physical form of development indicators, such as height, weight, bust, etc., on behalf of the downward trend of the physical quality of vital capacity, strength, speed, etc., at the same time obesity affect the Green Childrens physical and mental health is an important factor.
