The article tells us a traffic jam happened at a highway leading into Beijing was at one point over 100kmlong on August 15th and lasts for 11 days. The chart below the article illustrates the information about the development trend of private vehicles and express highways between 1990 and 2008 There is a scarcity(不足、缺乏) of transport infrastructure There are thousands of lorries carry coal and other goods send to Beijing, so it is easily causes traffic jam if there is a scarcity of transport infrastructure. The good news is the government of Beijing realized this problem and choosing to spend 80 billion Yuan on transport infrastructure in 2010. this is a better solution of traffic jam. With the living standard get better and better, citizens prefer to choose private vehicles rather than public transport for their traffic tools, so the opportunity cost of people choose private vehicles is to develop public transportation.
