新型城镇化进程中农村征地拆迁的社会风险管理研究——以南通高新区为例中文摘要中文摘要随着国家新型城镇化建设的不断加快，农村征地拆迁已经非常频繁，一方面有利于节约集约利用土地资源，另一方面也是为了让农民生活得更幸福，共享改革发展的成果。农村征地拆迁工作不可回避，也是发展的必然趋势。农村征地拆迁的社会风险主要源自征地、拆迁、安置补偿等方面。本文通过理论研究和个案研究相结合的方法，把社会风险管理理念引入到新型城镇化背景下农村征地拆迁的实际问题中，结合法律、经济、政治等知识分析农村征地拆迁中存在的社会风险，并提出应对农村征地拆迁社会风险管理的对策和建议。农村征地拆迁关系着广大农民的切身利益，对征地拆迁的社会风险研究，有利于为当前新形势下农村各项社会管理提供一定的指导，做好对社会风险的观察、控制以及预防工作，有利于促进地方政府以合情合理合法的方法进行征地拆迁，为经济发展和社会稳定提供保障，有利于社会公平、平等的实现，更加有利于我国新型城镇化建设顺利推进和城乡一体化建设。关键词：新型城镇化；征地拆迁；社会风险；风险管理作者：杨清清指导教师：张晨英文摘要新型城镇化进程中农村征地拆迁的社会风险管理研究——以南通高新区为例ResearchonSocialRisksManagementofRuralLandProcurementandRelocationinNewUrbanization:ACasestudyofNantongNationalNewHi-techIndustrialDevelopmentZoneAbstractAsnewurbanizationaccelerates,rurallandprocurementandrelocationbecomesacommonphenomenon.Ononehand,itmakesbetteruseoflandresources;ontheotherhand,itimproveslivingenvironmentandqualityofpeasantsandsharesthefruitsofreformanddevelopmentwiththem.Landprocurementandrelocationofruralareaistheinevitabletrendofdevelopment.Socialrisksmanagementofrurallandprocurementandrelocationrelateswithlandprocurement,landrelocation,andresettlementcompensation,etc.Thisthesistriestointroducethesocialrisksmanagementintorurallandprocurementandrelocationpracticesthroughtheoryandempiricalanalysis.Bycombiningknowledgeoflaw,economics,politics,thisthesistriestoanalyzethesocialrisksexistinginlandprocurementandrelocationandtoproposemeasurestoimprovethesocialrisksmanagementsystem.Rurallandprocurementandrelocationcloselyrelatestheinterestsofallpeasants.Theresearchofitssocialrisksmanagementbenefitsthesocialmanagementofruralareaatpresent.Observation,control,andpreventionofsocialrisksbenefitgovernmentprocuringandrelocatinglandreasonablyandlegally;ensureeconomicdevelopmentandsocialstability;benefitrealizationofsocialjusticeandequality;andbenefitnewurbanizationconstruction.Keywords:NewUrbanization;LandProcurementandRelocation;SocialRisks;RiskManagementWrittenby:YangQingqingSupervisedby:ZhangChen目录导论............................................................
