Maritime transactions commerce defined; exceptions to operation of title “Maritime transaction （海事）”, as herein defined, means charter parties (租船合同), bills of lading of water carriers（海运提单）, agreements relating to wharfage（码头费用）, supplies furnished vessels （船只）or repairs to vessels, collisions（碰撞）, or any other matters in foreign commerce which, if the subject of controversy, would be embraced within admiralty jurisdiction （海事法庭裁决）. 本法所称“海事是指如果发生争议，属于海事法庭管辖权之内的租船合同、海洋运输工具的提单、关于码头设备、供给船只用品或者船只修理的协议、碰撞或其他对外贸易方面的事务。 Section 1.
