AbstractWiththeconstructionofin-depthservice-orientedgovernment,andcomprehensivelypromotetheharmoniousdevelopmentofeconomyandsociety,intergovernmentalcooperationhasbecometheimportanttaskofpromotingregionaldevelopment,aspartoftheadministrativesystemofeconomicglobalization,localgovernmentisplayinganincreasinglyimportantroleinregionaleconomicintegrationoflargecontext.Developmentofpartnershipsbetweenlocalgovernmentsisparticularlycrucial,therefore,toexploreourcooperationmechanismsbetweenlocalgovernmentsineconomicglobalizationhasapositivemeaning.sincereformandopeningup,cooperationamonglocalgovernmentsinChinahasbeentremendousexpansionandenrichment,intermsofthescopeorpattern,butinmanyareaslocalgovernmentsalsolackofcooperationorunpleasant,someofthelocalgovernmentevenuseddivisionandconfrontationtoachievepurposeoftheselfishorthelossofpeopledonotself-serving,whichisrelatedtothatChinaspoliticalsystemisnotperfect,becauselocalgovernmentsdidnotformasoundcooperationmechanism.whiletheresultsdifficulttomeasureanddifficulttopredicttheinterestsofequitabledistribution,thusincreasingmoredifficultindeepcooperationbetweenlocalgovernments.Facingalackofrigidsupervisionandimplementationoflegalconstraints,cooperationbetweenthegovernmentsisoftenamereformalityforlittle,thustheinitiativehasanegativeimpactonregionaleconomicandsocialdevelopment.Inthispapercooperationbetweenlocalgovernmentisunderstoodwiththeperspectiveofthedevelopment,throughunderstandingofthelocalgovernmentsdevelopmentmodel,clearinglocalgovernmentcooperationisbasedontheintrinsiclinkbetweenareaandtheeconomy,commodityflows,nationalculturaltraditionsandsocialdevelopment.Throughtheblendandthekindbetweentheadministrativeregions,withofcompetitionandcooperationbetweentheadministrativearea,usethebasicroleofmarketallocationofresourcesinthecommunity,ultimatelycreatingaharmoniousdevelopmentofeconomicunion.Throughtheprocessofsortingoutthelocalgovernments,findingtheplightoffactors,inordertomakepossiblethetheoreticalanalysisofcooperativemechanism
