内容摘要 21世纪随着信息技术的不断地发展和经济全球化的不断加深，服务全球化也正在迅猛发展。为了加强自己的国际竞争力，一些跨国公司开始把非核心服务业务外包给外部专业机构来完成，从而促使了服务外包的快速发展。因此引发了各个国家的高度关注。中国为了促进国家产业迅速升级和服务业的发展，战略举措被不同的国家所采纳。各种不同类型的城市被确定为基地城市。在2007年，长沙也获得了这个千载难逢的机遇，服务外包产业得到了极好的发展。学者们对此表达了极大的研究兴趣，文章通过对长沙的一些影响因素的分析，得出长沙城市活力，并在此基础上提出相应的对策。 关键词 服务外包；基地城市；竞争力 。 ABSTRACT In 21 century, with the information technology developing and the deepening of economic globalization, global service also develops rapidly. Some multinational companies began to make their non-core business to external service professional organization. It facilitate the rapid development of outsourcing service. the development of the outsourcing service has very important influence on industrial structure transformation and the development of economy. So a lot of countries pay the high attention. In order to speed up the Chinese service outsourcing of industry development, China has approved the establishment of fourteen city for outsourcing service base city. Changsha also has a positive response in central government’ call. To seize the opportunity, Changsha has assured a series of policies to support the development of outsourcing service industry. Although Changsha has achieved good results.But it also has some problems. A large number of domestic and foreign scholars start to study outsourcing service which is a new economic activity phenomenon. From existed studying, they are mainly about?management mechanism of the outsourcing service enterprises and all kinds of effect of the sending and receiving countries.But few?analysis concrete on the problems of a city. And just this kind of factor analysis helps?improve the competitiveness of? the city’s outsourcing service.This paper was from this vacancy and based on the business human resources, traffic facilities, and communication facilities of changsha city to see the problems.
