我国外汇储备合理规模的探讨 摘要 在世界各国和各个地区外汇储备规模都高速增长的时代背景下,我国外汇储备的快速增长，不仅引起了国内外的密切聚焦，也引发了外汇储备是否过多的讨论。中国成为世界第一外汇储备国，在带来机遇的同时也带来了不少挑战。 进入21世纪后，我国外汇储备开始出现超常增长，由2000年的1655.74亿一路猛增，而2004和2005两年中，外汇储备更是以每年超过2000亿的增量递增。央行在日前公布了必威体育精装版的数据，截止2009年年底，中国的外汇储备余额是23991.52亿美元。 很多人认为，我国外汇储备已经超出“最优”的规模，应当采取适当措施减少外汇储备存量。那么，应当如何看待外汇储备的超常快速增长呢？我国外汇储备是否已经超出可容忍的限度？本文在叙述我国外汇储备现状、规模和成因的基础上，指出了巨额外汇储备造成的积极影响和消极影响，对于最优的外汇储备规模做出了测算，提出了调整我国外汇储备规模、管理与运用多条外汇储备的运用途径，以供商榷。 关键词：外汇储备，管理，投资 An Analysis of Reasonable Saving Amount of Chinas Foreign Currency Abstract Against the background of rapid growth of foreign exchange reserves, China’s faster absorber who is as top possessor of F/X has drawn attention of people both native and overseas. What brings to the eastern drawer is just like a double-edged sword causing dispute. Since 21st century, foreign exchange reserve in china shows above-normal growing condition. Started from 165.574 billion in 2000, China showed sharp calculating reserves, especially in 2004 and 2005 the reservation sharp 200 billon each year. By the end of 2009, the foreign exchange reserves balance is 23991.52 billion dollars. The many people think that country’s foreign exchange storage has already outrun the superior amount. Government should adopt appropriate measures to decrease foreign exchange storage save amount. So how to treat foreign exchange’s rapid growth? Has our country foreign exchange storage already outrun tolerable limit?
