基于2008版《清单计价规范》的施工项目 评标方法研究 摘要 工程招标评标旨在选择最能够实现招标人价值目标的投标人，而我国各地采用的评标方法都存在自身的问题，且与国际通用的评标方法存在差距。评标方法的不合理是影响招标人利益和投标人之间公平竞争的关键所在。《建设工程工程量清单计价规范》（GB50500-2008）的颁布实施，使工程量清单模式下评标方法的改革逐渐成为人们关注的焦点。 借鉴先进理念和经验，尝试从理论和实践的角度对已有的评标方法予以系统性的分析，并试图在此基础上找到一种更为优化的评标方法，从而能最大程度的实现招标和投标的初衷。本文通过对三种常用的评标方法即综合评分法、经评审的最低投标价法、最低价中标法进行研究，比较了三种方法的异同，以最低价中标法作为研究的重点，提出最低价中标是工程量清单计价模式下评标方法改革方向的观点。针对最低价中标实施中的关键问题如成本如何确定，如何防止低价低质等，分别提出了解决措施。在本文最后，以案例说明了最低价中标与其他评标方法相比所具有的优势，论证了最低价中标的可行性。 本文通过对工程量清单计价模式下最低价中标这一评标方法的研究，提出如次低价中标、利用招标控制价限制围标串标等改进措施，以弥补现有研究的不足，对评标方法的改革提供理论支持。 关键词：招投标 评标方法 清单计价规范 最低价中标 Research on Methods of Bid Evaluation Based on Code of Valuation with Bill Quantity Published in 2008 ABSTRACT Tender evaluation aims at selecting the most capable tenderer to achieve the objectives of the tenderee, but the evaluation methods used all over the country have its own problems. Besides, there is a big gap between international methods and them. Unreasonable evaluation method is the key that affect the interests of the tenderees and fair competition between tenderers. The promulgation and implementation of《Code of valuation with bill quantity of construction works》（GB50500-2008） made reform of evaluation method under the mode BQ has gradually become the focus of attention. Learning from advanced ideas and experience, attempt to make a systematic assessment of the evaluation methods from theoretical and practical perspective, and try to find a more optimal method on the basis of the assessment, so that it can achieve the goal of tender in the greatest degree. By researching the three commonly used evaluation methods, comprehensive evaluation method, the lowest rating by the price assessment method, lowest bid price method, we compared the similarities and differences between the three methods and focus on the lowest bid price method, proposed that the lowest bid price method is the reform orientation of the evaluation methods under the mode BQ.
