The paper also puts forward the concepts of dimension transposition coefficients of earthwork and prestressed lining work, based on which, an Optimum Evaluation Method on the structure of water celler is established. According to the results of this Optimum Evaluation Method, after optimized, the earthwork excavation quantity to construct the water storage facilities of one cubic metre can be reduced by 18% at least, the water storage volume will be increased about 11% on unit cubic metre of prestressed lining work. Therefore, the dimension transposition coefficients are significantly raised and immensely cuts down the Construction Cost of the water celler.
