Urban poverty problem in China is already there, however, in China, a large area of poverty, especially in the poor rural population accounts for the proportion of the absolute advantage, people will be more effort put in the attention to the rural poor and urban poverty did not arouse peoples enough attention. Since the 90s of the 20th century, due to the change of economic system transformation and all kinds of economic and social policy, Chinas urban population in the income and the actual level of life occurred great changes, the urban poverty problems began to emerge, and the expansion velocity is surprised. The according to the nowadays presented by the Chinas urban poverty phenomenon and characteristics, through both the macro and micro level analysis, on the basis of mainly consider the national conditions of proposed some anti-poverty strategy.
