摘 要 作为农村金融的重要补充，吉林省辽源市农村小额信贷是一种比较有效的帮困扶贫模式，它为我国农村扶贫和经济发展发挥了重要的作用。 吉林省辽源市农村小额信用贷款主要由政府推动，信贷资金主要来源于国家扶贫性资金或国内、国际社会善款，商业资本较少。但农村小额信贷一般具有规模小、成本高、无抵押等特点，项目收益性普遍不高、风险大，导致小额信贷机构的可持续性比较差，加上还没有形成可以大规模推广的农村小额信贷发展模式，与辽源市同期经济水平相比，辽源市农村小额信贷发展水平严重不足。为了充分发挥农村小额信贷对于辽源市农村扶贫和促进经济发展的优势作用，本文从分析辽源市农村小额信贷的发展现状及存在的问题出发，探讨通过借鉴国外小额信贷发展和国内小额信贷实践过程中的成功经验，整合各方面的资源建立完善农村小额信贷服务体系，为农村小额信贷的发展营造一个有利的发展环境，以市场化的方式促进农村小额信贷的发展。 文章主要分为三个部分进行论述:第一部分对辽源市农村小额信贷的概念、特点、原则进行概括；第二部分对吉林省辽源市农村信用社小额农贷运行情况分析；第三部分第部分提出解决辽源市农村小额信贷发展问题的思路及未来发展对策。 ABSTRACT As an important supplement of rural finance, Liaoyuan city of Jilin Province rural microfinance is an effective way to poverty alleviation and difficulty easing, and it has played an important role in rural poverty alleviation and the development of rural economy. Liaoyuan city’s rural microfinance is promoted mostly by the government, and their credit funds mostly come from national poverty funds or contributions of domestic and international community, few comes from commercial funds. As most rural microfinance has the characteristics of small scale, high cost and unsecured, projects of rural microfinance is always in high risk and weak profitability, which causes weak sustainability of most rural microfinance institutions. At the same time, since no proper development model of Liaoyuan city’s rural microfinance for large-scale promotion is formed, development level of Liaoyuan city’s rural microfinance is seriously lower than that of Liaoyuan city’s economy over the same period. To take advantage of the priority of Liaoyuan city’s rural microfinance for rural poverty alleviation and rural economy, this paper starts from analyzing the development status and the problems there are in Liaoyuan city’s rural microfinance, probes the way to the promotion of Liaoyuan city’s rural microfinance by drawing on successful experience of the development of microfinance home and abroad, establishing and improving the service system of rural microfinance by integrating variou
