摘 要 为适应国家用电制度的改革，研究和利用现代化智能技术对用户用电实行自动监控，减轻供电管理部门因“先供电后收费” 造成的资金压力，减少每月抄表、收费所带来的麻烦和因收费问题带来的纠纷，用现代化科学技术手段改变供电管理体制的落后现状，势在必行。IC卡式电能表的推广，不但可以提高供电部门的工作效率，实现用电收费的电子化，而且在技术上为节约用电，合理用电创造条件。 本文全面阐述了IC卡预付费电能表的设计过程，这种电能表是由电能计量电路、控制电路、存储电路、IC卡接口电路、RS485通信电路、实时时钟电路和LCD显示等电路组成，具有在不同时刻累计电量;根据IC卡上电量多少的情况，自动执行供电、欠费停电；具有剩余电量不足及电池电量不足提醒；具有剩余电量显示；具有防拆保护功能；参数设置、切断负荷、冻结电量时具有密码保护功能；还有数据校验和备份等多种功能。 关键词：单相电表；IC卡；预付费；单片机 Abstract In order to adapt the reform of the national system of power supply, studying and making use of the modern intelligence technique to realize the automatic supervision of the power supply, lightening the funds pressure because of “supply power first behind charge” of the department supplying power, reducing the trouble and dispute of copying the form and charging monthly, using the modern science technique change the current administration structure of using power and power supply industry is imperative under the situation. The application of intelligence power meter not only improves work efficiency of the department supplying power and realizes using power electronically but also creates a condition for using power frugally and rationally. This article elaborated comprehensively one kind of IC card electricity energy table of the prepaid fee , which was made up of electrical energy sampling electric, electrical energy measurement electric, controlling electric, memory electric, IC card interface electric, infrared corresponding electric and so on. This electricity energy table may add up quantity of electricity in the different time; according to purchased quantity of electricity, carry out whether supply power; remind power no enough; display remaindered power；prevent dismounting ; establish the duplicate expense willfully in a day, but also had long-distance copies , the data check and the backup and so on functions.
