Special thanks to the Ministry of Human Resource and Social Security and the Ministry of Commerce for their leadership and their continued commitment to this program. It’s my pleasure to give this presentation and provide you all an overview on: This important joint programme The challenges faced by young migrants, particularly in light of the global economic downturn The key strategies through which the Joint Programme will address these challenges * rtyrty rtyrtyru In 2006, UNDP and the Government of Spain signed a far-reaching agreement to establish a new fund to accelerate efforts to reach the Millennium Development Goals (MDGs) and support UN reform efforts at the country level. The Fund has committed USD 6,600,00 to China (augmented by USD 1 million in kind by the Chinese government) to initiate a joint programme on “Protecting and Promoting the Rights of China’s Young Migrants“. The purpose of this joint programme is to help the Chinese government to promote the implementation of relevant laws and policies, and to promote the protection of the rights and interests of young migrant men and women. The duration of the joint programme will be 3 years, from February 2009 to February 2012. * rtyrty rtyrtyru As we all known, China’s migrant workforce of 150 million represents the largest movement of people in modern history. Many young migrants end up in poor working and living conditions. Their vulnerability is compounded by a lack of access to social protection and social exclusion. The most vulnerable to marginalization are out-of-school youth and young migrants with low education and skills. They leave home uninformed of the challenges involved in migration and are ill prepared to handle
