Contact Officer: Richard Thorpe and Paul Looby ( Telephone: 207283 ( E.mail: richard.thorpe@.uk/paul.looby@.uk What we are trying to achieve By approving the revenue budget for 2011/12, the budget allocations proposed seek to focus financial resources on the delivery of Torbay’s Community Plan – “Turning the Tide” for Torbay. The Community Plan has been developed and prepared by the Torbay Strategic Partnership (TSP) on behalf of all the residents of Torbay. In additon it will help the Council deliver its priorities as set out in the Corporate Plan and individual Business Plans for services. 1.2 “Turning the Tide” is directed by four key themes, Pride in the Bay, Stronger Communities, Learning and Skills for the Future and, underpinning it all, the New Economy. The budget has been drawn up after detailed consideration of the various financial reports presented to all Members in recent months culminating in the detailed business unit budget reports presented to Members for each service and consideration of these reports by the Overview and Scrutiny Board. Consideration has also been given to the views expressed by Stakeholders, local residents and Torbay Council staff. Members are being asked to either confirm their agreement to the recommended budget or identify areas of concern where, at a future meeting, an alternative budget could be proposed. Appendix 1 to this report provides an outline of the budget process for Members and the latest information that leads to the Mayor’s recommended budget for 2011/12. It also provides a summary on the outcome of the provisional Local Government Finance Settlement which sets out the formula grant allocation to Torbay in 2011/1
