摘 要 我国国务院于2012 年8 月29 日召开的第215 次的常务会议上通过了《教育督 导条例》，这部条例是我国出台的第一部教育督导法规，这意味着我国教育督导迈 向了法制化的道路，条例的出台必将大力推动我国教育发展和教育管理机制发生重 大变化。 教育督导机制是在我国在长期的教育管理中逐渐形成的一种行政管理和行政 监督机制并壮大起来的，是对教育督导工作进行审查、监视、引导和建议的一项活 动，是全面贯彻教育督导方针、实施全面素质教育的需要，是实现依法治教、科教 兴国的需要，保证教育优先发展战略地位的需要，特别是对基层教育督导提供了有 力的保障。 本篇文章是在借鉴和学习前人研究的基础上，进行了梳理和总结，对基层教育 督导的现实状况进行了资料收集和分析，结合当地教育督导的现状，对存在的问题 及其原因进行了分析，对基层教育督导机制的有效性进行了论证，同时为加强和完 善基层教育督导提供了一些可行性对策。 关键词：基层教育；督导机制；对策研究 Study on the problems and Countermeasures of educational supervision work at basic level ——Based on the present status of county as an example Abstract In August 29, 2012 the 215th executive meeting of the education supervision regulations, the Ordinance is Chinas first education supervision regulations, marks the education supervision legal system to track, give an impetus to the education development mode and management mode changes.
