PURPOSE This procedure provides a simple framework for the implementation of task oriented risk assessment to ensure Environment, Health, and Safety hazards are identified and managed so as to minimize the risks of harm to people, damage to property, or damage to the environment. This procedure does not cover process risk assessment techniques such as Process Hazards Analysis. These are covered by other EHS Procedures. 2. SCOPE This procedure is applicable to all sites including construction sites. It describes both a qualitative and quantitative method of risk assessment. AP-E will utilize the qualitative method for all level 1 and level 2 risk tasks and the quantitative assessment method for all level 3 risk tasks (refer to European attachment 01.05.01.A.N). In the Americas and Asia requirement is to utilize the qualitative risk assessment method for all tasks regardless of risk level. 3. SUMMARY 3.1 Risk Assessment Risk Assessment is a process of assessing specific activities and work processes for hazards and risks. It is a systematic method of: a) Analyzing work activity. b) Identifying hazards, hazardous situations, and potentially hazardous events. c) Evaluating risks by considering the likelihood of hazardous events and the nature and severity of the harm that may result. d) Reviewing existing and possible control options and action priorities. Consideration must always be given to the hierarchy of controls ( Elimination ( Substitution ( Engineering Controls ( Administrative Controls ( Protective Equipment e) Judging the acceptability or tolerability of risk. Note: Advice may be needed from Field EHS when judging certain risks. 3.2 All Persons performing JSA/workplace risk assessments shall have received training in accordance with 02.05.01. 3.
