东莞理工学院城市学院 本 科 毕 业 论 文 摘 要 知识经济是以人才为核心的经济富有创造力的高素质的人才是知识经济社会中最重要的人力资源。人才资源的数量和质量是经济增长和社会发展的关键因素。能否拥有和保持一支规模宏大的高素质的人才队伍事关一个国家，一座城市在竞争中的兴衰成败。当前,东莞市面临着产业结构调整的机遇和挑战,而产业结构的升级、优化直接依赖于人才资源的开发和利用。因此,通过对东莞产业结构调整状况和人才资源开发工作的分析与思考,加快人才资源开发步伐,为东莞产业结构调整提供相应的人才支持具有重要的意义。论文首先介绍了产业结构调整、人才资源开发等基本概念阐述了人才资源开发对产业结构调整的重要意义,介绍了城市发展战略与人才资源开发的匹配关系理论， 接着对东莞市产业发展和人才资源的现状进行分析。从整体上把握东莞市在产业结构调整下对人才资源需求的趋势，并提出重视教育投入，探索用人机制，完善人才服务体系等有效的策略建议。 关键词： 产业结构 人才资源 策略 Abstract Knowledge-based economy is based on talent as the core of the economic.Creative talents of high-quality knowledge-based economy are the most important human resources.
