了以法治来替代强权 , 法治是联合国的核心价值和原则 。联合国按照宪章推进国际法治的进程 , 对
加强 “国际法治 ”做出了重要贡献 。要建立一个公正 、安全 、和平的法治世界 , 必须加强和协调
国际法治 。
