In tourism industry, Gunn with Var(2002) noted tourism policy and planning that if tourism is to reach toward better economic impact, it must be planned as well towards goals of enhanced visitor satisfaction, community integration, and above all, greater resource protection. This essay will claim that tourism policy is necessary in the development of tourism, but the tourism policy need more caution. In the following parts, this essay uses an example approach to illustrate the necessity of caution in the tourism planing from tourism policy-making perspective and economic perspective, followed with social and environmental perspectives. At present, it is an truism that tourism is the worlds largest industry. The World Tourism Organizations(2001) forecasts predict that by 2020 international arrivals will reach nearly 1.6 billion. Tourism is significant not just because its size in term of the number of tourists, how many people it employs, or how much money it brings into a destination. Tourism is significant also because the enormous impacts it has from social and environmental aspects on the destination and tourists.
