新兴大国论文：新兴大国群体参与全球治理的努力、意义及前景探究 【中文摘要】本世纪以来,以中国、印度、巴西等为首的一批新兴大国渐次崛起,成为国际政治中的突出现象。2008年由美国次级贷款市场引发的全球性金融危机中,美欧传统大国实力进一步削弱,新兴大国所受冲击相对较小,不但在危机中率先引领复苏,而且日益成为全球经济增长引擎。世界财富版图此消彼长的变化为新兴大国由全球治理舞台的外围向中心靠拢奠定了物质基础,而金融危机的爆发则极大地推进了这一进程。传统大国面对自身霸权的相对衰落,开始主动做出策略性调整,在一些国际机构中让渡部分权力,力图将新兴大国纳入其主导的国际体系。以二十国集团峰会机制化为标志,新兴大国开始以平等身份与发达国家一起参与全球经济治理。本文对新兴大国崛起的背景与现实、趋势和特点进行了深入探讨,认为积极参与全球治理,既是新兴大国在全球化进程中继续维护并拓展其利益的客观需要,也是施展其大国抱负的战略选择。本文通过对新兴大国参与全球治理的积极意义和制约因素的系统分析发现,新兴大国群体进入全球经济治理格局将是全球治理重构进程的一个新起点,而新兴大国的参与能否使全球治理机制更为有效地因应全球化时代人类面临的种种挑战,将取决于传统大国与新兴大国、新兴大国之间、以及新兴大国内政与外交三组关系互动产生的合力及影响。 【英文摘要】Since the new century, the rise of emerging powers as a group has been an exceptional phenomenon in international relations. Emerging powers have not only taken the lead in surviving the global financial crisis, but also have increasingly become the growth engine of the world economy. The changed world wealth spectrum has laid the material foundation for emerging powers to move from the periphery to the center stage of global governance. The financial crisis served as a catalyst during this process. With the declining influence, traditional powers have to make tactical adjustment to integrate emerging powers into the international system dominated by the West. As witnessed by the G20 summit, emerging and traditional powers have become equals on the arena of global economic governance.This article explores the scenario of the rise of emerging powers, as well as the trend and characters that are different from previous experiences. Taking a proactive stance in participating in global governance suits the national interests and ambitions of emerging powers. Through a systematic analysis of the significance and constraints of the participation by emerging powers in global governance, this article has found that incorporating emerging powers into the global financial structure initiated a new start for the reconstruction of global governance.
