和谐社会视野下的城乡结合部社区警务研究 —以济南槐荫社区警务为例 摘 要 “社区警务”被称为世界“第四次警务革命”，代表着警务现代化的发展方向。在构 建和谐社会的视野下，社区警务可被定义为：“以维护社区和谐、服务社区群众、促进社 区发展为目标，按照以人为本的工作核心，以社区民意为工作导向，发动、引导和团结广 大社区群众参与警务活动的警务发展观念、指导理论、工作模式的总称。”近年来，随着 城市化进程的不断加快，城乡结合部社区出现了很多新的问题，对警务工作提出了新的挑 战。在科学发展观指导下，进一步加强社区警务建设是协调城乡居民关系、加强流动人口 管理服务、做好基层社会矛盾化解工作，实现城乡结合部和谐的必然要求。以济南市槐荫 区城乡结合部地区的警务实践为例，通过加强社区警务建设，能够有效的充实基层警力、 密切警民协作、提高警务效率、强化人口管理。通过对槐荫区城乡结合部社区警务建设的 综合研究，当前城乡结合部社区警务建设主要面临五个方面的问题，即敌对势力、宗教组 织对城乡结合部社区渗透加剧；城乡结合部流动人口犯罪问题突出；由利益冲突引起的群 体性事件高发；城乡结合部社区群众自治组织培育不足；社区警务正规化建设水平有待提 高等。针对这些问题，提出了完善城乡结合部社区警务中的群众参与机制；发挥社区警务 在城乡结合部基层矛盾调处中的作用；加强城乡结合部社区和谐警民关系建设；落实城乡 结合部社区警务保障机制；完善城乡结合部社区警务的治安防控体系等社区警务建设对 策。 关键词: 科学发展观 和谐 社会 城乡结合部 社区 社区警务 1 TheResearchon “TheCommunityPolicinginTheUrbanFringeAreas” from The Perspective of Harmonious Society —TakeTheCommunityPolicinginTheHuaiyinDistrictofJinanasAnExample Summary Summary SSuummmmaarryy The Community Policing is known as the worlds fourth revolution in policing, represents the development direction of modern policing.
