社区康复与社区康复理疗工作开展初探 The first step of community rehabilitation and physiotherapy 李芙英（天津市北辰区中医医院康复科，天津 300400） [摘要] 我国党和政府十分重视残疾人的康复工作。2008年3月《中共中央国务院关于促进残疾人事业发展的意见》[1](以下简称“意见”)中指出,要“加强残疾人医疗康复和残疾预防工作”,“基本医疗卫生服务体系要为残疾人提供安全、有效、方便、价廉的服务“,逐步实现残疾人“人人享有康复服务”。目前,我国残疾人康复工作虽已取得显著成效,1 300万残疾人已得到不同程度的康复,但距我国8 296万残疾人的需求相距甚大,任重道远[2]。正如“意见”中指出的,解决办法主要靠“大力开展社区康复、推进康复进社区,服务到家庭“[1,3]。但目前许多居民仍然不能或不愿意到社区进行康复。其主要原因是社区康复体系尚未普遍建立,特别是缺乏专业人才,或者是专业水平不高,尚无法满足居民日益增长的需求。笔者仅从天津北辰中医医院开展社区康复两年多的实践中，谈谈在社区开展康复及理疗服务的体会，社区卫生服务体系中康复怎样才能进社区、服务到家庭,提供安全，有效的服务的体验。 [关键词]康复；社区康复；康复理疗 [Abstract] The government is paying more attention to the rehabilitation of disable people. According to “The suggestion of supporting disable patients from Central Government” (Mar, 2008), we are supposed to strengthen the work of medical rehabilitation and disability prevention; Basic medical supporting system should provide secure, convenience and low price services for those disable patients; Hence, we will be close to the target, which is “Rehabilitation services for everybody”. Nowadays, rehabilitation of disable patients in China have achieved remarkable results, about 1300 million people with disabilities have received rehabilitation services in different level, although we still pretty far away to the final target of 8296 million. As the “suggestion” states, the main solution is “develop community rehabilitation, promote the rehabilitation into the community and provide services to family”. However, there are still a great number of families not willing to receive the treatment in community. The main reason might be the community rehabilitation system has not fully developed yet, especially lack of the particular talents, or the existing talents are not promotional enough. Therefore, we still unable to meet the growing needs of the residents. Based on the 2 years work in Beichen Chinese medical hospital, the author will discuss the experiences of providing rehabilitation and physical therapy services in the community. I
