Assessment of Compatibility Between Ultrawideband Devices and Selected Federal Systems What Are Ultrawideband (UWB) Devices? Radio communication devices that transmit nanosecond shorter direct current pulses. They produce very wide spectra, perhaps on the order of several Gigahertz! Their center frequency is determined by the tuned circuits following the pulsing circuit. They can be used directly as radar and sensing devices. They can be modulated by varying the interpulse period or the phase of the pulse, with modulating signals potentially approaching hundreds of Megahertz. Their bandwidth IS NOT a function of the modulation applied to the signal. THE PROBLEM BACKGROUND February-May 98 – Three Companies, U.S. Radar, Time Domain Zircon, applied for waivers to market Ground Penetration Radars, Short Range Communication Detection Devices Devices to Detect Objects Within Walls at Construction Sites. September 98 – FCC issued an Inquiry to investigate whether to authorize UWB devices on unlicensed basis (prohibiting interference to licensed services operation in certain “restricted” bands). Wide bandwidth is intrinsic to UWB operation. Existing unlicensed authorization procedures were developed for narrowband systems. June 99 – FCC granted waivers to U.S. Radar, Time Domain, Zircon with NTIA concurrence, under conditions of coordination of operations, limited distribution maintenance of sales records.
