本科生毕业论文 论文题目 浅谈土地执法监察存在的问题与对策 学生姓名 龙 生 学号 专 业 年级 指导教师 职称 学 院 2013年05月  浅谈土地执法监察存在的问题与对策 摘要：作为与人类生存与发展相关的重大问题，土地问题己经成为我国乃至世界关注的核心问题。人多地少的国情加上土地市场矛盾丛生，使我国政府极其重视土地问题，强调把土地利用同经济发展、环境保护和人口增长相结合，实现经济社会与资源环境承载力的协调发展，并强调从人多地少的国情出发，将土地的可持续利用列入我国可持续发展战略的重要内容之一。加强土地资源宏观调控是实现土地资源的可持续利用的必经之路。这是因为在市场经济条件下，仅仅依靠市场调节很难实现土地资源合理配置，土地经济利益主体过于矛盾与集中的特点，奠定了政府必须对土地利用以及管理行为进行新的反思的基础。由于我国政府之间的关系一直受到条块关系间矛盾的牵绊，使我国出现出部门分管、城乡分立的涣散管理的现象，无法实现对土地资源的有效监督管理，从而加剧了土地与粮食及土地与人口间的矛盾，土地资源问题迅速成为制约我国国民经济发展的一大隐患。 关键词：土地监察 土地执法监察 分析  Abstract: as a major problem associated with the human survival and the development, the land problem has become the core problem of our country and even the world attention. Many people and little land conditions and land market contradictions, so that the Chinese government attaches great importance to the land issue, stressed that the land utilization and economic development, environmental protection and population growth in combination, to achieve economic and social development and resources and environment carrying capacity, and stressed from the densely populated conditions of view, one of the important contents of the sustainable use of land in our countrys sustainable development strategy. Strengthen macro-control of land resources is the only way which must be passed to achieve the sustainable use of land resources.
