* The critical tones among scientists, bioethicists, and in the media, has finally given way to a regulation on experimental therapies – that if implemented on paper would mean the closing down of principally all clinics that provide commercial forms of stem cell therapies. Considering the resoluteness of the gunned ladies at the right - no doubt that a solution shall be found * Presented Findings suggest, that – at least in the domain of issues related to health / bioethics, we witness: A gradually emerging participatory sphere of politics in China, that is characterized by increasing transparency of policy making processes feedback rounds, and institutionalized spaces for criticism and suggestions from the side of experts and the public. (This applies at least to the MOH.) Bioethicists seem to play an increasingly important role in these participatory processes, in partnership with government officials, scientists and the media – as was expressed by Zhai Xiao Mei under the header ‘The Spring of Bioethics’. It is important to mention however, that official forms of bioethics in China operate closely within predefined structures, as set out and controlled by the state. Criticism is possible, but only particular forms, and only along accepted and predefined lines. Hence, contrary to over-enthusiast claims of cosmopolitanization or the emergence of a global civil society or as Beck has put it in his earlier work, transnational forms of sub-politics that make the nation state as an analytical unit gradually redundant, it is clear that, in the context of China at least, the centrality of the state as organizational and structuring unit clearly matters. It would be mistaken however to place the state at the absolute core of the analysis of institutionalized spaces and manifestations of bioethics, but it should be seen as one - even though essential – contextual factor that shapes the institutionalization of both, formal and informal forms of bioethics activis
