Abs tract: U rban emergency m anagement capability assessment is a new research aspect that has been developed
since the end of last century. It provides an mi portantmeasure for urban d isastermanagement. Th ispaperdescribes
the basic concepts, sign ificance of the capab ility assessment, developm ent h istory and recent research advances.
Based on th is, the paper analyses the existing problems in current assessment methods and presents the field s
future development trend and some helpfu l suggestions.
