哈尔滨市市民体育健身条例（Regulations of Harbin Municipality on sports fitness） Standing Committee of the Harbin Municipal Peoples Congress (promulgated by units)(time of promulgation)(time of implementation) Regulations of Harbin Municipality on sports fitness (by December 27, 2001, Harbin City, the Eleventh Peoples Congress of the thirty-first meeting of the Standing Committee of Heilongjiang Province in April 18, 2002 Ninth Peoples Congress of the twenty-ninth meeting of the Standing Committee for approval) Article 1 These Regulations are formulated in accordance with the sports law of the Peoples Republic of China, the relevant laws and regulations, and in light of the actual conditions of our city, in order to protect and promote the development of citizens physical fitness activities and to strengthen the citizens physique. Article second these Regulations apply to the municipal sports activities and administration in the administrative areas of this municipality. These Regulations shall be applicable to the personnel engaged in sports activities and their administration in temporary residence in this municipality. Third city, District, county (city) sports administrative department of the peoples Government (hereinafter referred to as the sports administrative departments at all levels) is the competent administrative department of the administrative region of the people in physical fitness, is responsible for organizing the implementation of the present regulations. The other relevant departments of the peoples governments of the cities, districts and counties (cities) shall, in their respective functions and responsibilities, work in coordination with the citizens in sports and fitness work. Fourth citizens have the right to participate in sports and fitness activities. In sports activities, citizens should abide by the relevant laws, regulations and social ethics of the state, and adhere to the principles of scientific, cultural and local conditions
