中国水泥窑协同处置概况 Overview on Waste Co-processing in Cement Kilns in China 中国水泥协会 孔祥忠 KONG Xiangzhong China Cement Association 一、中国水泥产能情况 Cement Production in China • 截至2012年6月底，中国新型干法水泥生产线约1600条，水泥总产能 约23亿吨。 • Cement capacity: 1600 NSP lines with cement capacity of 2.3 billion tons by June 2012. • 2011年，中国水泥产量20.9亿吨。2012年水泥产量接近22亿吨。 • Cement production : 2.09 billion tons in 2011 and expected to be 2.2 billion tons in 2012. • 受经济增长速度下滑影响，从2011年7月起，中国水泥市场消费量呈 下降趋势。 • Cement consumption declined since July 2011 due to the slowdown of economic growth rate in China. 二、中国水泥窑协同处置现状 Co-processing in China • 中国90年代末才开始利用水泥窑处理危险废弃物的研究和 实践。 • China started research and practice on co-processing of hazardous wastes in late 1990’s. • 由于中国工业化和城市化的进程加快，为水泥窑协同处置 城市垃圾、污泥、危废提供了大量的废渣来源。 • Huge sources of wastes for co-processing, MSW, sludge, hazardous wastes, etc., due to fast-growing industrialization and urbanization in China. • 截止2011年5月底统计，已有19个企业20条生产线 开展水泥窑协同处置工作，在建、拟建的项目多达 约130余项，投资规模达55亿元，年处置垃圾、污 泥及其它废弃物能力达1000万吨。 • 20 lines started co-processing by May 2011; • Over 130 co-processing projects under construction or to be constructed, with total investment of 5.5 billion CNY. 10 million tons of MSW, sludge and other wastes will be disposed annually. 三、部分开展水泥窑协同处置企业介绍 Cases Introduction 上海建材集团总公司 下属万安企业总公司1996年开始处置制药产生的氟洛氛废 液，做到节能25% 的效果。 Shanghai Building Materials Group Wan’an Plant began to dispose waste liquid from pharmaceutical industry since 1996 with 25% energy saving. 北京水泥厂 1998年开始利用一条2000t/d水泥熟料窑进行废弃物处置， 主要针对北京市的石油、化工、汽车、医药、冶金和建材、 实验室等单位产生的 《国家危险废弃物名录》中所列47类 中的30类废物进行安全处置。 Beijing Cement Plant (BCP) Since1998, a kiln of 2000t/d started co-processing wastes from petroleum
