加强社会建设　保障改善民生 Strengthening Social Development, Ensuring and Improving the Peoples Wellbeing 中国目前尚处在社会建设的初期阶段， HYPERLINK /dangdai/ 现代化的起步阶段，最紧迫的任务是奠定社会建设的基础。在这种背景下，中国的社会建设总体上只能采取从重点建设到全面建设的推进战略。当前的重点是解决民生问题。 China now is still in the primary stage of social development and fledging period of modernization. The most urgent task for China is to lay the foundation for social development. In this context, Chinese social development as a whole can only resort to the promoting strategy from key construction to overall construction. Current emphasis is on solving the issue of peoples wellbeing. 所谓民生，主要是指民众的基本生存和生活状态，以及民众的基本发展机会、基本发展能力和基本权益保护的状况等。通俗地说，民生问题，就是老百姓遇到的与衣食住行、生老病死等日常生活密切相关的问题。党的十八大报告指出：“提高人民物质文化生活水平，是改革开放和社会主义现代化建设的根本目的。要多谋民生之利，多解民生之忧，解决好人民最关心最直接最现实的利益问题，在学有所教、劳有所得、病有所医、老有所养、住有所居上持续取得新进展，努力让人民过上更好的生活。”并且从五个方面提出了保障和改善民生的要求和任务。 The so-called peoples wellbeing mainly refers to peoples basic survival and living status, and peoples basic development opportunity, development ability and basic rights and interests protection conditions, etc. In laymans terms, the issues of peoples wellbeing are these closely related to people’s daily life, such as clothing, food, housing and transportation, birth, senility, illness and death. The Report to the Eighteenth National Congress of the Communist Party of China indicates, “To improve peoples material and cultural lives is the fundamental purpose of reform and opening up and socialist modernization. We should bring as much benefit as possible to the people, resolve as many difficulties as possible for them, and solve the most pressing and real problems of the greatest concern to them. We should keep making progress in ensuring that all the people enjoy their rights to education, employment, medical and old-age care, and housing so that they will lead a better life.” The Report also proposes the requests and tasks of ensuring and improving the peoples wellbeing from 5 perspectives. To strengthen social development, we must wor
