SYNOPSIS This report describes the upheaval the Indonesian mobile telephone market has experienced since the Asian Economic crisis of the late 1990s. As arguably the hardest hit country in the region, the collapse of Indonesia’s economy saw the mobile telephone market go into reverse. It has rebounded, recording remarkable growth in the last few years. Value-added services have become important and 3G has arrived. It would seem to be an appropriate time for rationalisation and consolidation of the mobile market. At the same time, for strong growth to continue, it must take advantage of the government’s regulatory changes and look for ways of attracting much-needed foreign capital into the market place. 2. MOBILE COMMUNICATIONS 2.1 MARKET OVERVIEW The country’s mobile phone market began moving strongly again after suffering the full force of the economic crisis in the late 1990s. As a consequence of the country’s massive financial crisis at the time, Indonesia effectively missed the mobile telephone boom. The number of mobile subscribers had fallen from a pre-crisis peak of 1.2 million to a low of 800,000. By the end of 2000, however, mobile operators had accumulated a combined total of 3 million subscribers. This offered the early signs of a very strong recovery in the market. Since then the market growth has been remarkable, subscriber numbers having increased by up to 100% annually. By end- 2001, there were 6.3 million subscribers and by end-2002 the figure had reached 11.6 million. The strong growth continued into 2003, with the mobile subscriber base passing 18 million by year’s end. The annual growth rate in 2003 was over 60% and in 2004 over 30%.
