河北省居民幸福指数的编制及综合评价.pdfVIP

摘 要 摘 要 英国哲学家休漠(D.Humo)说过:“一切人类努力的伟大目标在于获得幸福。”因此， 追求幸福是人类社会和谐发展的重要动力和最终目标。本文采用理论分析与实证分析、 定性分析和定量分析相结合的方法，在借鉴前人研究成果的基础上，从居民生活、经济 发展与收入分配、社会服务、环境与公共安全四个领域选取有代表性的指标，建立了居 民幸福指数基础指标体系。通过收集、整理2006-2010年的统计数据，并利用层次分析 法确定的各指标权重，运用改进的指数功效函数，编制了河北省居民幸福指数及比较指 数，并以此为基础对河北省居民幸福指数进行综合评价。 综合评价的结果表明：我省在居民幸福感方面存在城乡居民收入差距扩大、收入分 配制度不公、消费价格过快上涨、社会保障覆盖面较窄、教育质量不高、生活环境堪忧 等现实问题，进而提出改善河北省居民幸福指数的对策建议。 关键词 幸福指数 层次分析法 改进的指数功效函数 综合评价 I Abstract Abstract British philosopher Humo (D.Humo) said: the great goal of all human endeavors is to gain happiness. Therefore, the pursuit of happiness is an important driving force and the ultimate goal of the harmonious development of human society. This paper adopts the methods that combined with theoretical analysis and empirical analysis, qualitative analysis and quantitative analysis, selects the representative index from the residents living, economic development and income distribution, social services, environmental and public safety four field which is in basic of previous studies, and established the basic index system of residents happiness. Through the collection and collation statistical data for 2006-2010, and using Analytic Hierarchy Process to determine the weight of each index, using the improved exponential effective function, producing in residents happiness index of Hebei province and comparison of index, then comprehensive evaluate the residents happiness index of Hebei province.
