How to develop the theory of the powers and functions of property rights to meet the new needs is becoming a top priority proposition in theory and practice. This paper develops a new concept of branches of property rights’ powers and functions . The basic idea of the new theory is that the four basic powers and functions of property rights are formed by a series of branches of property rights’ powers and functions， and the new types of property rights are formed through the separation ， reorganization and coupling of the basic powers and functions of property rights or their branches.
