The principle and design methods of automatic torrent forecasting system are introduced in this paper. An information processing platform ofmonitoring center is constructed through the establishm ent of the discrmi inativemodelon the critical rainfall, the introduction of the automatic measurementmethod of the rainfall, and thew ireless transm ission system of rainfall- messaging technology used in GSM. It is proved that this system is an effectivem ethod for in- tmi e tor rent forecasting and a significant approach to reduce the loss of lives and property.
