工程建设与管理 CHINA WATER RESOURCES 2013.14 加强盐龙湖管理保护的对策思考 陈红卫 （江苏省盐城市节约用水办公室， 224001 ， 盐城） 摘 要：江 苏省盐城市平 地 开挖盐龙 湖 ，从根 本上 改变 了市区原水的供 应格局 ，攻克 了饮 用水安全的难题 ，开 了沿 海地 区饮 用水源生态净化 的先 河 。 盐龙湖工程 大胆创新 ，使 盐龙湖工程集工程 学、植物 学、生物 学、动物 学等 多学 科 、多净水工 艺于一体 。 结合盐龙湖工程启 用一年 来的运行 实际 ，深入思 考 了加 强地方立 法管理、成立 专业 管理机 构 、重视 水质跟踪监测 、收割 生态净化植物 、减少沿 湖开发 影响 、打造环 湖 生态风景 等 对 策和措 施 ，为进 一步优 化 改进盐龙湖设计 、建设 、管理和保 护 工作提供借 鉴 ，对新 建饮 用水水源生态净化工程具有一定 的指导意义 。 关键词：盐龙 湖 ；生态净化 ；水质 ；管理 ；保 护 ；对 策 ；盐城市 Countermeasures for strengthening management and protection of Yanlong Lake//Chen Hongwei Abstract: The excavation of Yanlong Lake has changed the pattern of water source supply in Yancheng City of Jiangsu Province. The obstacle of accessing to safe drinking water is overcome with a creation of purifying drinking water in an ecological friendly manner in coastal areas. The innovative approach of Yanlong Lake Project integrates water purification ’ techniques of engineering, botany, biology and animal science. After one year s implementation of Yanlong Lake Project, measures including legislation reinforcement, establishment of specialized management institutions, focusing on quality monitoring, reaping ecological purification plant, discouraging development along the shoreline and creating ecologically- friendly landscape are proposed for further optimizing the design and construction, and strengthening management and conservation of the lake. The project can be used as a reference for drinking water source purification of similar type.
